France has opted for an in-depth assessment of the environmental impact of green eligible expenditure. The reports published concern one or more line of expenditure and analyse the environmental impact of the expenditure on the basis of counterfactual scenarios, particularly with regard to the environmental objectives pursued.
The Evaluation Council is responsible for ensuring the quality of these evaluations, whose opinions can help to steer funding towards more efficient public spending.
In this way, the green OAT issuance programme contributes directly to the process of evaluating the performance of public spending.
