法国国库署战略委员会协助国库署管理国家债务。战略委员会以及国债一级交易商(SVT) 在重要发行政策方面向国库署提供建议。战略委员会帮助国库署深化并落实发行政策原则及程序。
战略委员会的成员来自不同领域，向国库署就相关重要发行政策提供建议。
战略委员会的作用是针对国家发行政策及现金管理主要原则予以解读，并对现行做法与可能产生的变化发表意见。
战略委员会每年召开两次会议。会上国库署署长兼国库总司司长、经济政策司司长在国库署主任及工作人员的协助下，围绕当前的经济情况，对国库署业务进行分析总结，并对国库署未来的工作基础提出假设。
